Establish a goal for California State University and community college districts to employ one full-time equivalent mental health counselor per 1,500 enrolled students at each campus, consistent with state and federal law.

Define mental health counselor as a person providing counseling, crisis intervention, emergency services, or referrals who holds an active license in good standing with the Board of Behavioral Sciences, Board of Psychology, or Medical Board of California.

Require institutions to report to the Legislature by January 1, 2021, and every three years thereafter on funding spent and number of mental health counselors employed at each campus.

Mandate each campus conduct surveys and focus groups at least every three years to assess student mental health needs, emotional well-being, sense of belonging, and academic success, with separate focus groups for students of color.

Require campuses to collect data on attempted suicides without personally identifiable information and include it in reports to the Legislature, with all data collection complying with state and federal privacy laws.
