Establishes the "Hydrogen Transportation Electrification Act of 2020" to promote hydrogen fuel cell electric vehicles as zero-emission transportation technology aligned with California's climate and air quality goals.

Requires escalating renewable hydrogen content standards: 33.3% by threshold trigger, 44% by December 31, 2024, 52% by December 31, 2027, 60% by December 31, 2030, and 100% renewable or zero-carbon hydrogen by December 31, 2045.

Expands the definition of "transportation electrification" to include renewable hydrogen used directly in fuel cell electric vehicles, allowing utilities to pursue hydrogen fueling infrastructure investments through cost recovery mechanisms.

Authorizes gas corporations to file applications for investments in hydrogen-related distribution, pipelines, and make-ready infrastructure for transportation, subject to PUC approval if consistent with environmental objectives and ratepayer interests.

Requires the PUC to consider hydrogen fueling infrastructure and renewable hydrogen production as eligible transportation electrification investments if they do not unfairly compete with nonutility enterprises and include performance accountability measures.
