Requires urban water suppliers to review and revise their disaster preparedness plans every 5 years in coordination with local fire departments and the Office of Emergency Services.

Mandates urban water suppliers assess emergency response capabilities including pumping station operations, water pressure at hydrants, water reserve levels, and alternative emergency power sources like backup generators.

Requires urban water suppliers to submit an assessment of emergency response and recommendations to the Legislature within 6 months following any declared state of emergency and implement those recommendations promptly.

Directs the Office of Emergency Services to establish emergency response and recovery plans, including mutual aid plans, in coordination with urban water suppliers.

Defines "urban water supplier" by reference to Section 10617 of the Water Code and provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
