Establishes the Safe Drinking Water Fund in the State Treasury, continuously appropriated to the State Water Resources Control Board, to assist chronically noncompliant community water systems in disadvantaged communities lacking financial capacity to comply with federal and state drinking water standards.

Fund moneys support operation and maintenance costs, consolidation costs, replacement water provision, and administrative services for eligible applicants including public agencies, nonprofits, water companies, and Native American tribes, with a goal of achieving compliance and self-sufficiency within 10 years.

Creates the Safe Drinking Water Trust Fund administered by a three-member Safe Drinking Water Trust Commission (comprising the Treasurer, Lieutenant Governor, and Controller) to generate perpetual funding through investment returns transferred to the Safe Drinking Water Fund.

Requires the State Water Resources Control Board to adopt annual fund implementation plans by July 1, 2021, and each year thereafter, after public workshops and hearings, and to conduct public reviews and assessments of fund effectiveness at least every five years.

Authorizes fund deposits from federal contributions, General Fund transfers during budget surplus years, Greenhouse Gas Reduction Fund transfers, general obligation bond proceeds, voluntary donations, and trust net income, with up to 5 percent of annual revenue available for administrative costs.
