Ratifies the tribal-state gaming compact between the State of California and the Hoopa Valley Tribe, executed on October 19, 2018, under the federal Indian Gaming Regulatory Act of 1988.

Exempts the execution of the compact, amendments to it, and related intergovernmental agreements with counties, cities, or the Department of Transportation from California Environmental Quality Act (CEQA) project review requirements, in deference to tribal sovereignty.

Exempts on-reservation impacts of compliance with the compact terms from CEQA review, while preserving CEQA requirements for cities, counties, and the Department of Transportation except as expressly provided in the bill.

Declares the act an urgency statute effective immediately to promote economic development, stability, and self-sufficiency of the Hoopa Valley Tribe.
