Requires the state Air Resources Board to adopt a climate accounting protocol by January 1, 2021 to evaluate climate mitigation and restoration actions.

Protocol must assess the potential of proposed actions to reduce radiative forcing and excess heat in the atmosphere to lower global and regional mean temperatures.

Authorizes the state board to use international radiative forcing accounting standards in developing the protocol, tailored to benefit California.

Establishes this requirement as part of California's climate leadership efforts to address the need for immediate pre-2030 climate actions beyond current greenhouse gas emission reduction programs.
