Department must determine the most appropriate machine-readable format (such as .csv) for numeric data by July 1, 2020, in consultation with stakeholders including regional centers, consumers, and advocates.

By January 1, 2021, the department and regional centers must provide all numeric data disclosed to the public in the machine-readable format determined above.

By July 1, 2020, the department must develop transparency guidelines for information regional centers post on their websites, in consultation with stakeholders, and post finalized guidelines on its website.

By January 1, 2021, each regional center must ensure all publicly disclosed information on its website is accessible through a public disclosures menu and complies with the department's transparency guidelines.

Department must hold at least one public hearing during development of transparency guidelines to allow public and interested parties to provide input.
