CA SB687

Adds a representative from the state public higher education system (California Community Colleges, University of California, or California State University) to the Homeless Coordinating and Financing Council.

Increases the Governor's appointment authority from up to 17 members to up to 18 members of the council.

Incorporates changes proposed by AB 58 that become operative only if both bills are enacted and SB 687 is enacted last.

Maintains existing council goals including overseeing implementation of homelessness programs, identifying resources and services, creating partnerships, and serving as a statewide facilitator on ending homelessness.

Preserves requirements for quarterly public meetings and staffing by the Business, Consumer Services, and Housing Agency.
