Requires state agencies to offer surplus nonresidential properties to tenant cities or nonprofit organizations (501(c)(3)) at the lesser of fair market value or value in use, with minimum price floors set by the Department of Transportation's Affordable Sales Program as of July 1, 2019.

Makes permanent the prohibition on the Department of Transportation increasing rent for tenants in the State Route 710 corridor participating in the Affordable Rent Program, and extends eligibility to signatories of active rental agreements as of July 1, 2019 who continuously reside at the property.

Removes from the California freeway and expressway system the portion of State Route 710 between Alhambra Avenue in Los Angeles and California Boulevard in Pasadena, effective January 1, 2024.

Declares that freeway and tunnel alternatives F-5, F-6, F-7, and any other freeway or tunnel alternatives to close the Interstate 710 North Gap are no longer feasible alternatives for environmental review under the California Environmental Quality Act.

Authorizes the California Transportation Commission to relinquish Route 710 portions within Pasadena's city limits to the City of Pasadena upon terms the commission deems in the state's best interest, contingent on a department-city agreement.
