Adds craft distillers to the list of alcohol manufacturers authorized to purchase advertising space from on-sale retail licensees at specified large venues, subject to existing conditions and written contracts.

Applies to craft distillers the same advertising restrictions and requirements that currently apply to beer manufacturers, winegrowers, rectifiers, and distilled spirits manufacturers.

Expands misdemeanor penalties to include craft distillers who use coercion or illegal means to induce wholesalers to fulfill advertising contract obligations, with jail time up to six months and fines equal to advertising contract value plus $10,000.

Specifies that craft distillers may purchase advertising at major sporting and entertainment venues in designated California counties, with restrictions that advertising be connected only to specific events and that venues serve competing brands.

Exempts this act from state reimbursement requirements to local agencies and school districts under the California Constitution because it relates only to changes in crime definitions and penalties.
