Requires the State Department of Developmental Services to develop and implement a new rate methodology by June 30, 2021 that uses quality and performance measures to compensate service providers.

New methodology must reward providers with higher quality service, compensate based on consumer acuity levels, and incentivize compliance with federal Home- and Community-Based Services (HCBS) rules.

Department must seek input from consumers, family members, service providers, regional centers, and advocates during development of the new methodology and hold at least 2 public meetings.

Prohibits any service provider from receiving a lower rate under the new methodology than they were receiving at the time of its implementation.
