Makes the requirement to include vote by mail ballot applications with county voter information guides inapplicable for the November 3, 2020 statewide general election only.

Adds false or misleading information regarding qualifications to apply for, receive, or return a vote by mail ballot as a misdemeanor offense when distributed with actual knowledge and intent to deceive.

Expands existing misdemeanor provisions to cover false or misleading voting information distributed via mail, broadcast, telephone, text message, email, or internet.

Declares the act an urgency statute effective immediately to prevent voter confusion before the November 3, 2020 election.

Specifies no state reimbursement is required under Article XIII B of the California Constitution because costs result from creating a new crime.
