• Allows individuals to petition superior court to change gender and sex identifier to female, male, or nonbinary, with optional new birth certificate reflecting the change.

• Permits individuals to obtain new birth certificates, marriage licenses and certificates, or confidential marriage licenses and certificates directly from the State Registrar without court order by submitting an application and affidavit under penalty of perjury.

• Authorizes parents to petition for new birth certificates for their minor or adult children reflecting a change in the parent's gender designation as mother, father, or parent on the child's birth certificate.

• Allows individuals residing outside California in jurisdictions without gender recognition procedures to file petitions in California courts to change vital records (birth certificates, marriage licenses) if those records were issued by the state.

• Requires new vital records to supplant original records and specifies procedures for sealing original certificates; original applications and supporting documents remain confidential and accessible only by written request of the registrant or court order.
