Authorizes the Department of Transportation to provide funding to joint powers authorities to contract with Amtrak or public/private motor carriers for intercity passenger transportation by motor carrier connecting to intercity rail service.

Allows motor carrier connections funded under this section to transport passengers not connecting to passenger rail service, expanding potential ridership beyond rail transfers.

Requires joint powers authorities to consult with local/regional public transit operators and make good faith efforts to coordinate with existing private motor carrier services before contracting for publicly funded motor carrier service.

Permits state agencies, transit operators, motor carriers, Amtrak, and joint powers authorities to enter into revenue sharing and ticket selling agreements to provide integrated intercity transportation connections.

Requires joint powers authorities contracting for service to submit a report to the Legislature by January 1, 2023, detailing passenger numbers, service similarities to private carriers, impact on existing services, and revenue sharing agreements; reporting requirement expires January 1, 2027.
