Requires certain records of private industry employers held by public agencies to be disclosed as public records rather than protected trade secrets, including wages, benefits, working hours, and employment terms related to contracted work.

Mandates disclosure of records documenting compliance with domestic content requirements in procurement and state or local laws regarding foreign-sourced materials.

Mandates disclosure of records showing private employers' compliance with job creation, job quality, and job retention obligations in contracts or agreements with public agencies.

Excludes contracts entered into before January 1, 2020, and security-related communications involving the Governor, Attorney General, district attorney, law enforcement, or security consultants from these disclosure requirements.

Protects employee personal identifying information from disclosure and prevents requirements that would violate federal contracts or laws.
