Reestablishes CaliforniaVolunteers as a state agency renamed CalServe, no longer under the Governor's office, with a mission to provide service opportunities for young Californians in exchange for education support.

Creates the CalServe Higher Education Grant Program under the Student Aid Commission to award annual grants covering mandatory systemwide tuition and fees not covered by other aid, beginning in the 2023-24 academic year.

Establishes the CalServe Higher Education Grant Program Fund in the State Treasury and requires eligible students to complete two years of full-time service as CalServe corps members and enroll in at least 12 credits per semester (30 credits per academic year).

Limits grant eligibility to a maximum of four academic years and requires the commission to adopt application procedures and administrative guidelines for program implementation.

Continues the Board of Commissioners under CalServe (renamed CalServe Commission) to meet federal National and Community Service Trust Act requirements and authorizes CalServe to form nonprofit entities to raise revenues for authorized activities.
