CA SB757

Expands the Jobs and Economic Improvement Through Environmental Leadership Act of 2011 to include projects that construct zero-emissions fixed guideways and related facilities as eligible for Governor certification.

Requires fixed guideways longer than two miles to reduce greenhouse gas emissions by at least 400,000 metric tons over the project's useful life; projects two miles or shorter must reduce emissions by at least 50,000 metric tons.

Requires fixed guideway projects to reduce vehicle miles traveled by at least 30,000,000 in the project corridor over its useful life and be consistent with applicable sustainable communities strategies and regional transportation plans.

Sets January 1, 2023 as the deadline for project applicants to apply for Governor certification and January 1, 2024 as the deadline for lead agencies to approve certified projects or the certification expires.

Becomes effective only if Senate Bill 995 of the 2019-20 Regular Session is enacted by January 1, 2021.
