Changes the "Roster of Public Agencies" to the "Registry of Public Agencies" in multiple Government Code sections and updates related cross-references for consistency.

Increases the maximum monthly rental amount for county real property leases from $7,500 to $10,000 per month and the contract amount for architectural and engineering services in large counties from $75,000 to $330,000.

Requires county auditors to file special district audit reports with the county auditor in addition to the Controller and local agency formation commissions, and changes county recorder fees for releasing liens from a flat $8 fee to two times the standard lien recording fee.

Applies existing provisions for Siskiyou County regarding public administrator appointments and the Weed Recreation and Parks District to exercise cemetery district powers.

Expands property tax assessment requirements to apply to building permits and certificates of occupancy issued by any authorized entity, and requires county auditors to report vehicle license fee adjustment amounts to the Controller in electronic format with public disclosure on the Controller's website by September 1 annually.
