Extends dreissenid mussel prohibition and enforcement provisions in Fish and Game Code from January 1, 2020 to January 1, 2030, authorizing Department of Fish and Wildlife to conduct inspections, order closures, and quarantine conveyances and facilities.

Amends Tahoe Regional Planning Compact to change Tahoe Transportation District board composition by removing local transportation district members and adding appointees from the Tahoe Regional Planning Agency, California Governor, and Nevada Governor; becomes operative only if Nevada adopts identical amendments.

Authorizes County of San Diego to transfer a 2.11-acre park parcel (Parcel 1) to San Diego County Water Authority and accept a 2.11-acre parcel (Parcel 2) from California Department of Transportation if valuations are equal and county maintains the land for park purposes in perpetuity.

Modifies State Coastal Conservancy nonprofit organization definition to remove requirement that purposes be consistent with conservancy provisions and eliminates the Nonprofit Organization Land Trust Account requirement.

Clarifies that off-highway vehicle operating requirements apply to all-terrain and recreational vehicles on public lands; authorizes Department of Parks and Recreation to grant permits for public bicycle and pedestrian trails; and expands agricultural conservation easement recipients to any organization authorized to hold conservation easements.
