Clarifies that the Senate member of the Mental Health Services Oversight and Accountability Commission may be the Chairperson of the Senate Committee on Health, the Chairperson of the Senate Committee on Human Services, or another member selected by the President pro Tempore.

Removes the requirement that the $500,000 minimum deposit for the Early Psychosis and Mood Disorder Detection and Intervention Fund come from nonstate funds and makes the grant program contingent upon legislative appropriation or the minimum deposit.

Extends the reversion timeline for counties' unspent innovative program funds to allow funds to remain with counties so long as they are encumbered under approved project plans or until 3 years after approval (5 years for counties with populations under 200,000), whichever is later.

Takes effect immediately as an urgency statute to allow counties to continue operating essential mental health programs without delay.
