Expands authority for local governments (cities and counties) to access resident contact information from public utilities, including electric utilities, mobile services, water agencies, and waste/recycling services, for enrollment in public emergency warning systems.

Requires local governments to notify residents upon enrollment in emergency warning systems and provide opt-out procedures and processes to terminate access to contact information.

Authorizes postsecondary institutions receiving state funds to use enrollment, registration, and personnel records to enroll students and employees in emergency warning systems, with notification and opt-out requirements.

Permits county social services departments to disclose name, address, telephone number, and email of elderly or disabled clients to emergency personnel during public safety emergencies, including public safety power shutoffs, with individual opt-out rights.

Allows local governments to access contact information from social services departments for the access and functional needs population to enroll them in public emergency warning systems, with confidentiality protections and opt-out procedures.
