Appropriates up to $2,000,000,000 annually for emergency economic recovery, climate disaster response, and development purposes upon legislative appropriation.

Allocates $1,808,000,000 (or proportional amount) to housing programs including the Multifamily Housing Program ($500,000,000), Infill Incentive Grant Program ($300,000,000), Local Housing Trust Fund ($200,000,000), CalHome Program ($75,000,000), Farmworker Housing ($75,000,000), Homeless Housing Assistance and Prevention program ($650,000,000), and workforce preapprenticeship training ($8,000,000).

Allocates $192,000,000 (or proportional amount) to the State Coastal Conservancy, Strategic Growth Council, and Governor's Office of Business and Economic Development for the Climate, Sea Level, and Natural Disaster Program ($100,000,000) and Community Economic Development Program ($92,000,000).

Requires applicants for funding to submit workforce diversity plans, certify use of skilled and trained workforce for projects, and comply with housing element and Housing Accountability Act requirements; exempts certain housing projects (100% affordable, 25 units or less, counties with populations under 100,000, or student housing).

Establishes that projects funded under these programs are considered public works subject to prevailing wage and labor standards requirements under Labor Code Chapter 1.
