Requires the State Water Resources Control Board to issue a new notice and provide an opportunity for public protests if a water appropriation permit application has not received a final determination within 30 years of filing.

Exempts applications from the 30-year notice requirement if the application is canceled, denied, or if a notice and protest opportunity was provided within five years before final approval.

Exempts applications submitted by public entities from the 30-year notice requirement.

Preserves the board's existing authority to issue notices or require applicants to issue notices when project changes or other circumstances warrant public notification in the interest of fairness or public interest.
