CA SB799

Extends the pilot program in Napa and San Bernardino counties allowing cities and districts to provide new or extended services outside their jurisdictional boundaries and spheres of influence until January 1, 2026 (previously set to expire January 1, 2021)

Requires Napa and San Bernardino local agency formation commissions to submit a report to the Legislature by January 1, 2025 (extended from January 1, 2020) detailing requests for service extensions received on or after January 1, 2020, and actions taken on those requests

Allows service extensions only to support existing or planned uses on public or private properties after commission determinations that the extension will not harm open space, agricultural lands, or induce growth, and that a sphere of influence change is not feasible or desirable

Applies subdivision (d) of Section 56133 to all requests for new or extended services under the pilot program

Makes findings that a special statute is necessary for these two counties due to unique circumstances relating to the pilot program's implementation
