Adds exception to veterinary confidentiality laws allowing disclosure of complete medical records for horses that have participated in or are intended to participate in licensed horse races, upon request by owners, trainers, veterinarians, the California Horse Racing Board, governmental entities, or racing associations.

Requires the California Horse Racing Board to publish all racehorse fatalities related to racing or training within licensed inclosures on a weekly basis on its internet website.

Changes drug testing confidentiality requirements so results remain confidential only until the independent laboratory confirms the prohibited substance in the split sample or the owner/trainer waives split sample testing, rather than until an official complaint is filed.

Requires the board to post results of all nonconfidential official test samples on its website within five business days of split sample confirmation or waiver by the owner or trainer.
