Authorizes Reclamation District No. 108 to construct, maintain, and operate hydroelectric power plants, transmission lines, and related facilities for generating and distributing electricity.

Allows financing of plant and transmission line construction through time warrants, with repayment funded solely from hydroelectric operation revenues if the board approves by resolution.

Permits the district to lease facilities or sell generated power only to public utilities or public agencies, not directly to individual customers.

Requires electricity sale proceeds to be used to retire time warrants and for other district purposes.

Extends Reclamation District No. 108's hydroelectric power authority indefinitely by removing the January 1, 2021 expiration date.
