Establishes the Board of Commissioners under CaliforniaVolunteers with 25 voting members appointed by the Governor to meet federal National Community Service Trust Act requirements, serving 3-year renewable terms without compensation.

Creates the Department of Financial Protection and Innovation to replace the Division of Corporations, consolidating the State Corporations Fund, Financial Institutions Fund, and Debt Collection Licensing Fund into a new Financial Protection Fund.

Prohibits state funding for housing that is rented, sold, or subleased to agricultural employers or farm labor contractors who employ H-2A workers until expiration of affordability covenants, and requires recipients to submit declarations confirming compliance.

Extends the Secretary of Transportation's authority to assume federal environmental review responsibilities under the National Environmental Policy Act for transportation projects through January 1, 2022.

Authorizes county boards and multijurisdictional assessment appeals boards to conduct remote hearings and extends property tax assessment application deadlines to March 31, 2021 for applications with deadlines between March 4, 2020 and the bill's enactment date.
