SB 82 Summary

• Renames the Population Research Unit to the Demographic Research Unit and exempts certain demographic data containing personal information from public records disclosure to protect privacy.

• Updates alcoholic beverage license fees and surcharges, establishes a responsible beverage server training program with exam fees not to exceed $5 per person, and authorizes annual fee adjustments beginning in 2021.

• Creates the Office of Digital Innovation within the Government Operations Agency to improve state service delivery through technology and design, with a continuously appropriated revolving fund for services until July 1, 2024.

• Modifies state capitol construction project provisions regarding the Capitol Building Annex and Office Building, including exemptions from the Essential Services Buildings Seismic Safety Act for included California Highway Patrol office space.

• Makes various technical and conforming changes including extending the California Initiative to Advance Precision Medicine until January 1, 2026, transferring $700 million to the Safety Net Reserve Fund, and modifying voting system replacement funding requirements.
