Increases the homestead exemption from $75,000, $100,000, or $175,000 to the greater of $300,000 or the countywide median sale price of a single-family home in the prior calendar year, capped at $600,000.

Requires annual adjustment of exemption amounts for inflation beginning January 1, 2022, based on the California Consumer Price Index for All Urban Consumers published by the Department of Industrial Relations.

Removes the $50,000 appropriation to the Judicial Council for the Equal Access Fund Program that was in the original bill.

Removes the provision making the bill effective immediately as a budget-related bill.
