Extends the deadline for the Secretary of State to complete and make available an online campaign finance and lobbying disclosure system to February 2021, removing any provision for further extensions.

Appropriates $6,992,000 from the General Fund to the Secretary of State for the 2019-20 fiscal year to fund 7 positions and contracted services to design, develop, and implement the new electronic reporting and disclosure system.

Requires the online system to enable free filing for all users, maintain searchable and downloadable data accessible to the public within 24 hours of receipt, and retain filed data online for at least 20 years before archival.

Directs the Secretary of State to assign permanent unique identifiers to contributors making $10,000 or more annually to allow the public to track and aggregate contributions across multiple filers.

Declares that the bill furthers the purposes of the Political Reform Act of 1974 and takes effect immediately as a budget-related appropriation bill.
