SB 85 Summary

• Extends the Habitat Conservation Fund transfer of $30 million annually from the General Fund to June 30, 2030 (previously scheduled to end June 30, 2020), maintaining allocations to the Department of Parks and Recreation, State Coastal Conservancy, Santa Monica Mountains Conservancy, and California Tahoe Conservancy.

• Modifies the Healthy Stores Refrigeration Grant Program to expand eligible locations to low-income and low-access areas, allow nonprofit entities to directly sell California-grown produce, and establish grant award priorities based on prevalence of nutrition program eligibility and diet-related illnesses in communities.

• Clarifies State Fire Marshal authority and fee structures for fire safety inspections in specified state-occupied buildings, high-rise structures, and schools, and allows all-volunteer fire departments to request enforcement by the State Fire Marshal or other fire departments.

• Removes the annual fee cap for motor vehicle and engine certifications and establishes the Certification and Compliance Fund to consolidate fees from both mobile source and off-road equipment certification programs.

• Creates the CAL-FIRE Infrastructure Projects Revolving Fund to manage appropriations for facility projects and requires CAL-FIRE to collaborate with water and wildlife agencies when designing fuel reduction projects.
