Requires foster youth services coordinating programs to describe in their plans how they will coordinate efforts to ensure completion of the Free Application for Federal Student Aid (FAFSA) or California Dream Act Application for foster youth in grade 12, to the extent possible.

Amends the biennial reporting requirements for the Foster Youth Services Coordinating Program to include the number and percentage of foster youth who successfully complete a FAFSA or California Dream Act Application while in grade 12.

Maintains existing requirements for programs to coordinate with postsecondary educational institutions and ensure foster youth meet admission requirements and access matriculation support programs.

Applies to county offices of education and consortiums of county offices of education receiving grant funding to operate education-based foster youth services coordinating programs.

Approved by Governor September 28, 2020, and effective as Chapter 231.
