Requires the California Department of Food and Agriculture to report all hemp production data to the U.S. Department of Agriculture's Farm Service Agency, including street address, geospatial location, acreage, and license/registration numbers for each production site.

Adds definition of "measurement of uncertainty" as a parameter characterizing the dispersion of values that could reasonably be attributed to a measurement result.

Mandates that laboratory test reports for hemp include an estimate of measurement of uncertainty associated with test results and require laboratories to use appropriate, validated methods and procedures for all testing activities.

Specifies that established agricultural research institutions are limited to institutions of higher education conducting hemp research, and adds definition of "research plan" for such institutions.

Exempts the state from reimbursing local agencies and school districts for costs incurred under the act pursuant to California Constitution Article XIII B, Section 6, as costs result from changes to crime definitions and penalties.
