Renames the California Underground Facilities Safe Excavation Board to the "Dig Safe Board" and relocates it from the Office of the State Fire Marshal to the Office of Energy Infrastructure Safety within the Natural Resources Agency, effective January 1, 2022.

Requires regional notification centers to provide quarterly notification records to the board and report damage notifications within 5 business days; requires excavators to notify the regional notification center within 48 hours of discovering or causing damage to subsurface installations.

Mandates that all new subsurface installations (except certain oil and gas flowlines 3 inches or less in diameter) be mapped using geographic information systems and maintained as permanent records beginning January 1, 2023.

Authorizes specified agencies to enforce the act through their own investigations in addition to board recommendations; allows the board to collect penalties imposed on persons under its jurisdiction.

Requires the board to offer violators of non-egregious and non-persistent violations the option to complete an educational course instead of paying a fine, funded by the Safe Energy Infrastructure and Excavation Fund upon legislative appropriation.
