Extends the statewide baccalaureate degree pilot program indefinitely by repealing the July 1, 2026 expiration date.

Removes the cap of 15 community college districts and eliminates the requirement that students commence programs by the 2022–23 academic year.

Requires districts to provide detailed evidence of unmet workforce needs, including employer consultation, regional workforce data, and evidence of employer demand for baccalaureate degree holders.

Mandates the Chancellor of the California Community Colleges provide districts at least 90 days to develop curriculum and submit applications, and conduct review within 30 days of receiving a completed application.

Requires the Chancellor to consult with California State University and University of California within three business days of receiving an application to assess whether proposed programs duplicate existing offerings.
