Mandates cities and counties establish a hardship waiver process to reduce fines if responsible parties demonstrate good faith compliance efforts and undue financial burden.

Requires local agencies provide reasonable time for violators to correct continuing violations before imposing fines or penalties, except where violations create immediate danger to health or safety.

Makes amended nuisance abatement provisions expire January 1, 2027, with original provisions returning thereafter.
