Appropriates $119,727,000 from the General Fund as augmentation for contingencies and emergencies in the 2019-20 fiscal year, amending the Budget Act of 2019.

Allocates funds to multiple state departments and programs including fire protection ($4,800,000), adult corrections ($9,814,000), fair and agricultural activities ($40,300,000), and special programs at the Department of Social Services ($6,000,000).

Requires unencumbered balances to revert to the General Fund by June 30, 2020, except for funds allocated to state-affiliated fairs which may be encumbered or expended until June 30, 2021.

Authorizes the Director of Finance to transfer up to $28,000 for costs related to Fall 2019 wildfire events.

Takes effect immediately as a Budget Bill.
