Requires counties to develop support plans and provide technical assistance for implementing telephone-based application and renewal processes, with results reported to the Legislature during 2021-22 budget hearings.

Mandates application processes include simple, user-friendly language tested with applicants and workers, and offer assistance in person, by phone, and online for individuals with disabilities and limited English proficiency.

Sets compliance deadlines of January 1, 2022 for counties using C-IV or LRS systems and January 1, 2023 for counties using WCDS system.
