Amends the definition of "for-hire vessel" under Harbors and Navigation Code Section 760 to include vessels carrying one or more passengers for hire, lowering the current threshold of more than three passengers.

Expands the scope of licensing requirements for for-hire vessel operators to apply to smaller vessels that previously fell outside regulatory requirements.

Violations of for-hire vessel licensing provisions remain classified as misdemeanors under existing law.

Declares that no state reimbursement is required for local agencies or school districts because the bill only creates criminal penalties without imposing additional regulatory costs.
