Amends Section 41422 of the Education Code to add public safety power shutoffs to the list of emergencies that exempt school districts, county offices of education, and charter schools from the requirement to maintain 175 instructional days to receive state apportionments.

Amends Section 46392 to add public safety power shutoffs to the list of conditions that allow the Superintendent of Public Instruction to estimate average daily attendance as if the emergency had not occurred when attendance has materially decreased.

Allows schools affected by public safety power shutoffs to receive the same state funding they would have received had the emergency not caused closures or reduced attendance.

Removes provisions establishing the Disaster Relief Instructional Recovery Program that would have provided supplemental funding for schools to offer optional makeup instructional days.
