Specifies that sexually transmitted disease (STD) testing and treatment are included in family planning services that Medi-Cal managed care plans cannot restrict beneficiaries from accessing.

Authorizes reimbursement for STD-related office visits at Family PACT providers for uninsured and income-eligible patients or those with confidentiality concerns who are not seeking pregnancy-related care, at the same rate as comprehensive family planning services.

Renames "patient-delivered partner therapy" to "expedited partner therapy" (EPT) and permits pharmacists to dispense antibiotic drugs without labeling individual patient names when prescriptions include the EPT designation.

Allows physicians, nurse practitioners, certified nurse-midwives, and physician assistants to prescribe antibiotics to sexual partners of STD patients without examining the partner, provided the prescription is marked as EPT if the partner's name cannot be obtained.

Protects health care providers from medical malpractice and professional disciplinary actions when using EPT in compliance with law, except in cases of intentional misconduct, gross negligence, or reckless activity.
