Increases the Lower Los Angeles River Recreation and Park District initial board from 13 to 17 members by adding individual appointments from Commerce, Downey, Montebello, and Pico Rivera (instead of one joint appointment) and increasing Los Angeles County Board of Supervisors appointments from 2 to 3 members.

Extends the deadline to establish the Lower San Gabriel River Recreation and Park District from January 1, 2020, to January 1, 2023 for submitting petitions or resolutions to the Los Angeles County Local Agency Formation Commission.

Removes Montebello's city council appointment to the Lower San Gabriel River Recreation and Park District board and authorizes the Governor to appoint one public member to the initial board.

Requires the Lower San Gabriel River Recreation and Park District to coordinate activities with the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy regarding open space development and river revitalization.

Declares no state reimbursement is required because any local costs result from creation or modification of criminal penalties under existing law.
