Appropriates $500,000,000 from the General Fund for purposes related to the Governor's March 4, 2020 state of emergency proclamation, with authorization for incremental increases of $50,000,000 up to a total of $1,000,000,000.

Requires the Director of Finance to notify the Joint Legislative Budget Committee in writing before expenditures, with a mandatory 72-hour waiting period that can be shortened by committee leadership.

Adds $84,100,000 appropriation to the Department of Resources Recycling and Recovery for waste reduction and management, available for encumbrance or expenditure until June 30, 2021, and liquidation until June 30, 2023.

Directs the administration to work with stakeholders, including members of the Legislature and legislative staff, to develop strategies for inclusion in the Budget Act of 2020 to assist individuals, nonprofits, and small businesses affected by COVID-19.

Takes effect immediately as a Budget Bill.
