Amends Government Code Section 8880.4 to require that increases in California State Lottery net revenue result in proportional increases in funding allocated to public education.

Appropriates $36,000,000 from the State Lottery Fund to the Controller for allocation to public education to cover the shortfall from the 2017–18 fiscal year, as identified by the California State Auditor in a February 25, 2020 report.

Declares that the California State Lottery failed to adhere to requirements to increase education funding proportionately to increases in net revenue, resulting in $36,000,000 in missing education funding.

Requires a 2/3 vote of each house of the Legislature for passage and includes a declaration that the bill furthers the purpose of the California State Lottery Act of 1984 (Proposition 37).
