Repeals Labor Code Section 2750.3 and creates new Article 1.5 (Sections 2775-2791) codifying the ABC test for determining employee versus independent contractor status.

Expands exemptions from the ABC test to include licensed professional clinical counselors, licensed clinical social workers, licensed marriage and family therapists, amateur athletic officials, franchisees meeting specified criteria, and manufactured housing salespersons.

Expands "professional services" exemption to include security researchers participating in vulnerability bounty programs, appraisers, and certified shorthand reporters (excluding official court reporters).

Expands "referral agency" definition to include businesses connecting clients with providers of certified interpretation or translation services and expands "tutor" definition to include those teaching proprietarily developed curriculum or providing supplemental academic enrichment services.

Amends Unemployment Insurance Code Section 650 to exclude manufactured housing salespersons from employment definition and clarifies that vehicles used for selling tools and equipment for motorized vehicle repair do not qualify as retail or wholesale establishments.
