Establishes procedures for fingerprint-based criminal history information checks from the Department of Justice, including transmitting fingerprints to the Federal Bureau of Investigation when authorized.

Prohibits the Department of Justice from requiring an applicant's residence address when processing criminal history record requests under Section 11105.3.

Requires the Department of Justice to provide state or federal-level responses to requesting agencies, organizations, or individuals conducting fingerprint-based criminal history checks for employment, licensing, or certification purposes.

Maintains existing requirements for employers and human resource agencies to request criminal history records for positions involving supervisory or disciplinary power over minors, and to notify parents or guardians if applicants are hired despite certain criminal convictions.
