Expands the definition of "joint living and work quarters" to include residential occupancy by any group of persons (related or unrelated), removing the previous limit of four unrelated persons or families only.

Allows enforcement agencies to include a statement in notices to correct or abate violations indicating that property owners have the right to request a delay in enforcement of up to 7 years.

Permits owners of occupied substandard buildings or units in residential zones (including mixed-use residential areas) to apply for delayed enforcement if correcting violations is determined unnecessary to protect public health and safety.

Authorizes enforcement agencies to grant delayed enforcement requests or approve shorter delay periods than requested when violations impact health and safety of occupants or the public.
