County child welfare departments investigating child abuse or neglect must attempt to determine as soon as practicable if the parent or guardian is an active duty member of the Armed Forces of the United States.

County child welfare departments may develop and adopt memoranda of understanding with military installations to govern investigations of abuse or neglect allegations against active duty service members.

Memoranda of understanding may address reporting procedures, each party's roles and responsibilities, and protocols for sharing confidential information in accordance with state and federal law.

The bill does not limit or change the existing responsibilities of county child welfare departments regarding investigations of or responses to abuse or neglect allegations.

No state reimbursement is required for costs under this act that fall within the scope of the 2011 Realignment Legislation.
