Defines "valid and unexpired hunting license" as one issued by the Department of Fish and Wildlife for which the authorized hunting period has commenced but not expired.

Requires salespersons to visually inspect and record hunting license information (document number, GO ID, and dates valid) when selling firearms to persons under 21 years of age who qualify based on possessing a hunting license.

Directs the Department of Justice to verify the validity of hunting licenses with the Department of Fish and Wildlife commencing July 1, 2021, for firearm sales to persons under 21 years of age.

Requires the Department of Justice to cancel firearm sales if unable to verify a hunting license is valid and unexpired, and notify the purchaser by mail of the invalid license.

Deletes obsolete provisions relating to the department's authority to impose fees for non-electronic transfers of firearm purchaser information.
