Prohibits mobilehome park management from terminating tenancies or issuing termination notices during COVID-19 declared emergencies and for 120 days after, except when necessary to protect public health and safety.

Requires management to grant homeowners or residents impacted by COVID-19 up to one year to comply with rule violations or pay overdue rent, utilities, or charges if they provide written notice within 7 days of receiving a violation notice or 3 days of receiving a payment demand.

Forbids management from imposing rent increases, late fees, or additional service charges while residents comply with court-ordered or mutually agreed payment recovery plans for overdue amounts.

Courts cannot issue unlawful detainer summons based on non-payment or rule violations during the emergency period and 120 days after, unless necessary to protect public health and safety.

Requires management to credit government pandemic relief funds equally and per-person to resident accounts carrying outstanding balances, and allows payment recovery periods to extend through end of 2021 if residents demonstrate continued economic hardship.
